There is certainly a possibility that they aren't added, I myself think that we will either get them at 6.0 or not at all, and for me races are a big (one of the biggest) parts of an mmo. I even played Bless because of female Pantera. I have been waiting for 6 years for a viera race, and when it got announced, they decided to make it female only.It was, extremely dissapointing to say the least. That combined with the fact that there isn't really anything other than male viera that appeals to me (I want an elegant male race, with actually decent proportions, and gracefull emotes) and the fact that from what I've seen, SCH, my main job, is gettign kinda destroyed, I have decided I will take long breaks during Shadowbringers, and unlike before, I won't be subscribed throught them. If by 6.0 we haven't got male viera, I will simply take my money elswhere. There are other options after all. I heard ESO is pretty good, there will perhaps be a new Gw2 expansion, and I hope WoW's next expansion is better (which, I mean, it isn't hard) plus there will be new games. If SE wants to keep my money, they just have to implement male viera, female Hrotgar, fix SCH, and add a new fun healer job, that's it. If not, I migth decide to go for another game. I'm saying this so SE can hear what I personally want out of the next expansion, and what they need to do to keep me as a customer, which will likely help them know what to do to keep others as wellI waited nearly 6 years for a gunblade job before it was announced. I know a little something about patience. 1.0 and 2.0 are basically 2 different games, so I don't really count 1.0 with the current timeline.
They also never really said what we were getting at all as far as new races are concerned. Sure, they conducted a poll for 2.0 to see what was more appealing to the player base, but they ultimately went with what they felt was best for everyone and added 1 new, and full, race in Heavensward, and 2 different races (albeit with missing genders) to the game with Shadowbringers. Obviously not everyone agreed with the Shadowbringers race decisions, and the backlash was severe enough that Yoshi P himself decided to respond to the player base. It could be happening, but it also could not be. People got their answer.

First off I wanna ask for a citations on them saying no more "gender locked" races. This is one of those things people toss around so much that just seems to come from no where seeing as around the time they added the missing genders we CAN SEE Yoshi saying "no male Viera, if we add Viera we'd do something different for males" which wouldn't make sense to say after saying no more monogender races, would it?Rushed and messy in 2 years? They took 1.5 years to do this models, and they'll most likely reuse most of the things from the current genders. Also, be patient? You are expecting ppl to be calmly and patiently waiting for 4 years for something that all the way back on 1.0 they were told they weren't gonna have to wait for ? (yes, they said no genderlocked races)
And no, they can not reuse current assets for the gender for the other gender. I mean, unless you're saying Male Viera should just have copy-pasted Hrothgar bodies and female Hrothgar should have 1:1 Viera bodies and both just either add/ take away the tail and change the head. But I don't think that's what you're saying, seems you think that they would make the other gender using the same race's current model or something. Makes absolutely no sense, if they ever make the other genders they are gonna have unique character models and animations that require just as much work as adding in a new race would. Even the Viera who basically come across as Elezen 2.0 to me have a noticeably different body shape and proportions.
As it stands it's taken them 2 years to give us what we're getting and they're still not done working on stuff for them yet. Their schedule had planned for the new race (new female and male models) to come out with ZERO head gear and for it to be added over time after release. As of right now we don't even know if they will have the shared hair styles for them or what. There is nothing "easy" about this at this point, the game is far FAR bigger than it was back when it was on the brink of imploding and being shut down. Tis why he keeps saying this is it for now races, there's many things that make it so that they can't add anymore after ShB and if they can figure out away around these problems then maybe someday we'll see them in some way.
Male viera have hrotgar bodies? Plz no. I wish I could post it here but it's against the ToS, but It's a screenshot from a guy called hopefulviera, that shows a modded au ra to look as a male viera, and I would personally be very fine with that. For reused assets, they will most likely use male au ra bodies and female viera ears, and male hrotgar textures with either male hrotgar or female roegadyn body. The biggest worload would be animations and headgear, the second one I can personally get behind if it means we would get them. I would be fine with having male viera and female hrotgar have no headgear and it to be released over time. I mean, if we're being honest, if they did that they would've given us both the fanservicy bunny warriors and a beastly race all at once and be done with it, even if they fell for that trope of old of males being any kind of monster but females have to be sexy not-humans.

Neither the Viera nor Hrothgar copy the bodies of any other race in this game. Though Viera are tall and elezen like they clearly have a different body shape than either of the 2 tall race females with better proportions than elezen (again, I call them as elezen 2.0 but it's clear that they have a difference in body shape and that means everything has to be changed for them). What you're suggesting is for the Devs to be lazy AF really. And it also contradicts what we've seen/ heard. Viera are described as looking like Humans and Elezen, Yoshi says "what would they look like, Elezen with kitty boi faces and bunny ears?" and says "whats the point of making another handsome male if the only difference is the ears?". By all means they could follow the Females in looking Elezen like yet be better proportioned ... but you like Scaly boi bod so you convinced yourself that's the most likely outcome?
And when Femroe were added ... they didn't just slap boobs on a Roebro bod and call it a day. The sexual dimorphism in the Roes is 2nd only to that of the scaly peeps. I have no idea how you think these manly AF big beefy boys bods could be used for females unless you really don't care much for the idea of Female Hrothgar. And again, the Hrothgar are clearly based on the Ronso to some level and we actually know how Ronso women look so that would be a sign of what they would go for ... not "Femroe with animal heads".
I really can't see why you would want that. Neither of these genders should or would be half assed just to appease those whining about it online.

I haven't convinced myself about anything. I simply said I like male au ra's body type for male viera, and scaleless it could be a decent adition in case the devs want to do it but can't find another way to do it. Then ,I DO care about female hrotgar, and i want tehm to be huge like the males. It is unlikely, but like I said, I'd like them to be based on male hrotgar. Also, It's quite possible that they simply do something that you think its half assed to catter to what the community has been asking for and saving resources. Last time they half assed something to cater what people wanted, we got BLU. I can't speak for anyone other than myself but I'd rather wait and see what happens than be given a literal scaleless Au Ra/Elezen.
Also, they didn't intentionally think people wanted 2 genderlocked races, sorry but now you're just speaking out of your butt. They did the genderlock because it was the lesser of two evils so to speak.
