just a copy paste from another thread but tldr: This is where they want SCH DPS to be. Any changes made cannot increase their dps/rdps, without upsetting the balance they are trying to achieve. Changes need to be made to increase the "fun" of the class, but can't affect their potential dps by much.
The thing with the healer changes isn't really about the need for balance. Its the result of this balance they've achieved thats caused issues.
Players want:
1) Healers that can make an impact doing damage, but damage isn't 100% their only focus. They want stuff that keeps from checking out while healing. They want good use of downtime and opportunity to weave useful OGCD abilities.
2) They want the healers to all be nearly as desirable as one another for raiding.
SE has made the 2nd one possible at the cost of the 1st.
The DPS rankings is (and should be):
PDPS: WHM>>SCH>AST.
RDPS: AST>SCH>>WHM.
The problem is that they've cut all the more engaging DPS skills to compensate for button bloat. Namely SCH. In order for SCH to get a more "complex" rotation back they would have to suffer net DPS losses to their other skills to bring in this new skill and this would set the skill ceiling higher again, making the class less desirable to newer players. Yoshi-P wants to try and keep it inclusive. SE cannot buff SCH's DPS kit without causing WHM and AST to become secondary. They will need to do multiple adjustments to keep it fair for new players, complex enough for old players and within the same DPS parameters as it already is.
[Personally, I think a neat role skill would have been to give each healer a GCD AOE bravery on a short timer of like 30 seconds, just to give them one more thing to manage, and something else to optimize during downtime, but SE is fickle with what they consider to be button bloat.]
WHM is bringing their new Afflatus lilly mechanic allowing them to actually gain DPS with their use (if properly weaving 3 OGCD abilities between the four casts), SCH is bringing a small bit of RDPs from chain strat and more reliable Broil Spam via fairy upgrades and lots of healing only aetherflow stacks (boo), AST is bringing low personal DPS but still packing cards (at a lower but more consistent RDPS, their personal DPS being so close to SCH, but with less uptime lets their RDPS + PDPS closely compare to SCH's 5.0 kit (ideally.)
