Hrothgar are called "matriarchal" simply because they currently have a Queen. Neither, however, is matriarchal in the sense that women, in general, have some position of power over the males or, for that matter, in the less loaded meaning, that they would generally be the heads of households. In Viera's case, simply because they're not organised along those lines and in Hrothgar's case because it's never stated anywhere.
I am pretty sure if the Queen dies and a King takes her place, it will revolve around him. Unless, of course, she's immortal or something.
My point is I wouldn't take matriarchal to mean the women enjoy superior political power to the males by default. The Green Word is ultimately what governs the Viera in truth, not so much one sex or the other.
