So you would go to a furniture store, buy a bed frame and when it is missing a leg and the manager told you that "We could have reordered the piece, but that would have been too much work.. but one of the stock boys found a hunk of wood to put under it", you would pay full price for the item? Or would you think that you should have the same quality of item as the customer who purchased another bed at full price and it didn't have a missing piece?
Because that's the kind of situation this would be in anything outside of XIV, and i doubt any of you would be okay with it.
Actually they did promise Viera and Hrothgar. They are used within the promotional material as new races for shadowbringers; and compared to other races, they are incomplete. They are unfinished.They never promised us Viera or Hrothgar for that matter. While they were glib about the restrictions at the EU fanfest and only admitted to the whole deal at the JP one, they never actually promised us a full release of both genders. It wasn't until fan backlash got to a noticeable point that they stated they would look into expanding the race at a later date. This isn't a case of getting a half finished product so much as being given a product that was completed as intended, but that could be expanded due to community desire and support.
Instead of complaining about it being 'unfinished' we should frankly be grateful they're even looking into giving us the second genders and that the dev team even went out of their way to crunch through other issues with their implementation before release. Because they very /very/ well could easily tell us 'no' and not suffer any major set backs.

You're right, they did promise them...and we got what was promised. Yoshi P even took it a step further and gave the reason behind the choices they made, and also left the possibility of having the other 2 genders at a later date up in the air without making any promises. And as an added bonus, they decided to work on head gear for the 2 races when we were initially told there would be none for awhile. We are getting exactly what we're paying for, and based on what we've been shown and told, they are complete for the time being. Well, complete in the sense that they are to be added as they are. They probably have some finishing touches to do, or at least I would think so.

We're getting a full product. You seem to think we're getting two half products.
Nobody complained about Miqo'te and Roegadyn being genderlocked in 1.0. Even when there was a female Roegadyn ingame readily available. They were still a full product, even if something was added later.
