Aren't you technically already paying, monthly, for an unfinished game?

No, i'm paying a monthly fee to access what is available within the game. An MMO is never unfinished, but there are certainly features within an MMO that can be unfinished when compared to similar content.
One of those being "We would've given them headgear, but it was too much work so we didn't plan on doing anything"; and it was only by the grace of Yoshi's staff NOT LISTENING to him that got us the least work intensive headgear that the game has to offer.
