Because sadly, most of humanity bases their beliefs off of feelings rather than provable fact.

They feel it is wrong, therefore it is. Any information that challenges their original beliefs will be explained away, or ignored.

Basic human nature.

In fact some study's have shown that disproving someone's beliefs, may actually cause them to become even more adamant about their mistaken belief. Humanity..... we're doomed.

its a fact that ingame, and in the na guide, they tell you how they expect vote dismiss to be used. One Gms response to a specific incident 2 years ago, does not mean SE always intended it to be used one way.

Even if its the case they always intended it to be used this way, its a bad implementation, because they never tell anyone to use it that way, they never explain what consitutes playstyle, and they inconsistently enforce it, sometimes taking action, and sometimes not.
