Incorrect, viera's first appearance was in tactics advance which was a fantasy ivalice created by mewt taking place in a pre-cataclysm ivalice(2003), at that point it was obvious pre-War of the lions ivalice was either not completely thought out or the ivalice mewt created was a complete fantasy

The Ivalice from the first TA game was purely fantasy, it was created from a wish to a magic book. That's why there's this race of fierce, but cute bunny girls, of adorable little cat looking fuzzballs with poms and of burly lizard dudes. There was no lore for that world beyond what was made from the book. Male Veira appeared in veira lore after that game.
