The above certainly appears to be the reasons for the route they took with the race choices. Can that change and lore be revised and additional genders added, certainly if they choose to do so.

But see this is where they lose me.
Viera = We're being loyal to the lore (that we created) to explain why we genderlocked it, please understand.
Ronso = We're changing the lore (that we also created) to explain why we also genderlocked it, please understand.

The inconsistency of ideas and decisions makes me not believe that the reason we got genderlock is genuine "lack of resources".
Not only that, but they clrealy said that Hrothgar was decided as a race before Viera, however Viera went into development first because of the raid and then more talk happened in regards to adding them or not. Male Viera was never even considered, because the options were either adding female Ronso or the Viera girls. And SE being the "waifu sells" company we all know well, decided to release two half races instead of delivering a full Hrothgar one with both genders.
