I never posted my theory here, so, I copypaste my own stuff from reddit. You all remember Moombas from FF VIII, right?

When Viera come of age and are male, they turn into Happy Bunnies. Think of them similar as of the Moombas in FF VIII which were also another evolution state of a completely different race."
I'm taking Lore way too seriously. And I'm not sorry about that.

It wouldn't be difficult to justify at all.
Male Viera would be a pretty momentus thing, they have a kind of mystery that's been hyped up over several titles, they're famous for their absence.
Whatever they design them to look like, they won't be able to please everyone, there's been too much build up, and everyone has their own vision of them. So to preserve lore, and their mistique, and everyone's own personal vision of them, they don't release male Viera but we get Hrothgar instead.

Now explain why we won't get female Hrothgar without it being either a copy or a half-hearted excuse.
Because Hrothgar will have been made to fill the void, tailored specifically to not have females, and because of limited dev time/resources.
I never said it was ideal, but it's justifiable.
In this case, he shouldnt of showed male bun artwork during FATE in tokyo. I believe its the reason he didnt want to show them in first place, it would give people a rough sketch how they would look like - so when people request Viera as new race, they expect male too.
If that was his vision already 4 years ago, I would of asked him why he didnt just skip Viera completely and work on a full new race with M +F version.
And if he tells me because people requested it now for 4 years, then same applies that people been asking for M+F playable Viera race.
