Standing infront of the boss, with everyone present, no one watching a cutscene and nothing in the sense of "brb" or "please wait for a moment" in the chat (or anything in the chat really that implied that there has to be some sort of delay - like people discussing strategy etc.) should really be enough reason to think that there is a battle about to start.
I'm sorry but I have little sympathy for those "chicken tanks" who are either to scared to pull a boss or dont want to tank and end up just lingering infront of the boss.
One of the main reasons I mostly play tanks - I cant stand the kind of tank that just doesnt pull.
20 seconds is plenty of time to pull, unless there is a reason to wait.

And I hate when people pull for me as much as the next tank, but there is a difference between annoying impatience - and someone doing the tanks job of pulling, because the tank wouldnt do it.
