How do you do dungeons with blu mage?

Although the first part is accurate, more blu mages = more fun!

The second part isn't, the mobs have a set % chance to learn the spell, and the number of blue mages makes no difference.

I read everywhere that the % chance is for each blue mage in the team and not on the mob itself ? Is that wrong ?
