Or even better, the GMs need to be told that saying, "Don't like the way the game is run? Try asking the devs to change it!" is not a viable response. I realize it's hard to deal with people like OP, but it's a cheap and backhanded way to get rid of someone. They know damn well that posting on the forum will accomplish nothing, but they try to instill false hope in order to get annoying customers off their asses. They need to just be honest say the rules are the rules and they aren't changing.
Many big MMORPG games have changes in rules if you look deep enough to find out. There should be a way to reduce your risk of losing the account. I've been reported over the course of 3 full years. It's not like I just made my account and started acting like a toxic tool to everyone and anyone. People make mistakes and do you really think you should live with your mistakes for the rest of your life? If you did something 15 years ago when you where less intelligent do you think that should be held over your head for the rest of your life? Everyone seems to think I'm this monster, on the same tier as a racist or a sexist person. Rules are not something that are set in stone for the rest of time with no room for any improvement. Why can't I just suggest these ideas with out being seen as some kind of monster? This is like if someone who stole a candy bar from a dollar store was seen as some kind of sick child predator....

I'm gonna continue from what I said a page ago...

If you've been getting reported for 3 years, and you haven't worked on the issue - that is a problem that YOU need to work on. 3 years is a long time without making any adjustments. if you have been getting help and as of the present, you are still having problems, then you need to step away from this game (and likely other online games) and work on yourself. I'm no professional, but 3 years and still having emotional outbursts in-game is not a good sign, at all. I don't know why the GMs directed you to the forums, because this really is not the type of discussion meant for the public spectrum, but trying to appeal to the GMs with a second account for a 'just in case' moment does not put you in a kind light.

You know you have a problem. That's good. That's step one. Now you need to follow up and work on addressing it in a serious manner, if you want to address it. And some times, that may mean voluntarily stepping away to get your impulses under control til you are ready to come back - before somebody else does it for you, but on a more permanent basis.

The easiest thing for your situation would be to utilize the blacklist feature. If someone is being toxic to you, or your friends; blacklist them. It makes it so you can't see their text at all. Have your friends do it too.

You can also make certain channels go on certain tabs in your chat log. My former FC leader has hers set up so that Tells and Shout are all on their own tabs and do not show up in her main log. If people's words are what's setting you off, then remove them or filter them so you can keep a clear head.

Now you're getting to the crux of the matter; accountability. But since you're all about context, we need to put it into context of your dilemma.

Suppose you stole a pack of gum 15 years ago. Wrong? Yes. Jail worthy? Maybe scare you with a warning. Now let's suppose 5 years after that, you stole a laptop. Wrong? Yes. Jail worthy? I would hope so.

Now suppose 15 years after stealing that pack of gum, you steal a car and get caught. They produce surveillance video of you stealing the pack of gum and the laptop, and conclude you have a habit of stealing. Wrong? Still wrong. Jail worthy? Get a good lawyer.

Now put all of that into the context of your dealings with a GM over a 3 year period. First instance; warning, but not ban-worthy. Second instance; developing a pattern, but still warning. Third instance; we have a problem here, ban incoming.

It's not a "life time" issue. It's a "repeat offender" issue.

Should people live with mistakes for the rest of their lives? Depends on too many variables. Should people learn from their mistakes? Yes.
