Is is exclusive that way, because you don't get to play with the people you want to play with. If you have more than 7 friends then some would have to go play with other people, which isn't something everybody is willing to. And that's way the number of players who currently raid is so low.

You may consider that the social aspects of raiding are only second to the completion of content, but it is precisely because you overlook these social aspects that you cannot understand why so few people are raiding.

Furthermore, the amount of free time available per player isn't a factor when only 4 bosses are released every 6 month. I know people who only raid 1 evening per week during the week ends.

Good God, no. It’s hard enough to get 24 people to cooperate in 24-mans and 8 people to cooperate in PUGs—I would not want to deal with larger numbers in Savage...even with a static.

Nobody is talking about 24 man raids. The issue isn't the number of players in the raid, it is that the number is a fixed amount. 7 players availalbe tonight ? screwed. 9 players available tonight ? Screwed also.
