Nope! Whenever you kill the monster in question, you have a "low chance" of learning the skill. Yup, RNG. You will have to grind specific dungeons/trials repeatedly to get all skills. That's going to be a pain without duty finder access, and you will be at the mercy of finding friends who will run dungeons/trials with you repeatedly until you get the skill. Friends who will not get any tomestone/gil rewards because of the decision to lock BLU out of Duty Finder.
