I'd argue that PvP in FFXIV saw the most success during the height of the Garo campaign. Providing rewards that everybody could work towards proved to be wonderful for the queues for every game mode.

Alas, the devs mistakenly attributed that momentary growth towards the exclusive Hellhound mount, and never replicated it again. Which is one of the reasons people stopped caring about PvP again. Granted, they went too far with pruning; taking away any real form of CC outside a select few jobs. There is also the much maligned chat ban that they insist improved things. Stormblood certainly suggests otherwise.
At this point, they need to return to basics. Bring back a host of abilities and focus on staple PvP modes like Slayer, Capture the Flag and etc. Perfect those, then try more gimmick stuff like Rival Wings. They keep trying to use gimmicks to attract interest and it's failed virtually every single time. If they aren't willing to do that, stop focusing so much resources on PvP because it just isn't working out. And it hasn't for four years now.

"We want the ability to earn past Feast rewards!" - HAHA no that's sacred.

Garo event definitely had a large amount of people active in pvp. Also I may be in the miniority but I did enjoy 8-man feast. Was bummed the decided to take it out.
