So, about that... I eventually worked out it's just the Elezen "welcome" (probably) and "joy" (definitely) emotes strung together, and I honestly can't remember him ever using it. Will be paying more attention as I replay Heavensward (currently up to questing in Dravania) but so far, I'm not seeing it as a 'signature' gesture at all.

Meanwhile over in the MCH questline, Stephanivien seems to be using /joy at least once a quest, so I associate it more with him.

He uses it at least twice, actually. Once in a cutscene, I think, and then I believe once when you've made it into his house for the first time and he's super duper excited that his bestest most dear hero-friend-beloved is finally there meeting his family and checking out his digs and ISN'T IT GREAT!?!?!? and when you talk to him he does it. (If it's not then, then it's some other time he's in the house with you and you can talk to him for optional dialogue.) You are right in that it's not actually common, but it's pretty distinct and something only he has ever done.

The emote is kinda similar to welcome and joy, but for the 'welcome' part the hands actually go up and forward (the actual /welcome is more out to the sides), and although the joy part is very similar, it's slower and if you haven't targeted anything, you look at your fist. You also get a giant face which is very unlike pretty much everything else we've got in our repertoire. (exception: male elezen /happy, which is a pretty aggressive /welcome with a step forward that morphs into /psych)

He's pretty expressive in general though. In the Japanese cutscenes he gets super wide eyes and stuff and he does something similar, and he gives exasperated shrugs at a certain young lord's attitude.
