There is clearly a problem if a person or a group have like 8 houses while some people cant buy cause there arent available plots.
And no, the semantics of the rules doesnt matter, they find always a way to circumvet them.
Thats only selfishness. If you have more than one house you are being selfish, doesnt matter how much effort you need to maintain it.
The people who so vehemently defend the current situation probably have more than one house. Cause this is ridiculous and has no justification whatsoever.
