That doesn't give the impression they had to delay it due to Ultimate, but rather a decision they made purely on the belief there was enough content to satisfy players. Or at least keep them subscribed. Trying to fault Ultimate for this content drought is simply reaching for excuses. It had no bearing on Heaven on High being delayed.
