Two things.

Firstly, it's incredibly unlikely you'll hit 20k in NPC sales unless you're aiming to maximize your progress. I'd be stunned if you hit 10k during the normal course of play, unless you're doing something that regularly awards Clear Demimateria. Nothing else sells for enough that doesn't bring in far more money via the AH.

Secondly, the issue is that the Gratuity limit is all we have to gauge 'progress' on right now. The limit is too high to be reasonable as a progress indicator; it would be like setting a Tomestone cap each week of 5000. SE needs to couple it with a more defined indication of progress, and set weekly progress caps lower.

Finally, as a side issue: it's ridiculous to view the sales bonus as a 'reward' in this case. You're getting less than 3500 bonus Gil a week, at most, assuming the cap doesn't increase beyond 20k over time. Woooooo - a few free teleports! And if Materia are a significant portion of your turn-ins, you gained even less (and possibly lost Gil) because their NPC sale price was decreased in conjunction with this content. The only meaningful reward here is Doman Enclave progression which, as I've described, is quite grind-y if the progress cap is truly the Gratuity cap each week.
