Take a look at how Ragnarok Online looks. The sprite work is great, but the game looks really rough. Yet, that approach is exactly what allowed the game be that huge and that rich, that game trully was a cute looking endless abyss of cryptic game systems. You can't understand how huge this game is unless you've starred at the abyss only for it to tell you that your month of farming is good for deletion because you builded it like an idiot.
Now there's no point is asking what if that game was made using more modern technologies because Ragnarok Online 2 exist. And it's a bland, cheap MMORPG with hub quest and instancied dungeons.

Improved engine isn't necessarly improved game, it can also mean more ressources to make the same thing. Why didn't FF X have a world map ? Because making one with the same quality the rest of the game had would have been way too hard. The same happened with 2D fighters since as resolution grew higher and higher, it was harder and harder to make sprite and re-using them would give horrible results. Wich is why a lot of fighting serie either went 3D or spawned a new franchise (that's what BlazBlue was for Guilty Gear and UNIEL for Melty Blood, for exemple), because doing the exact same game at higher result asked less work than doing a new game from 0 with new (fewer) characters.

Better technology also lead to harder to make games, and harder to make game leads to picking the most simple formula : the WoW theme park. That's what made WoW successfull : easy to do, easy to get in, long the get out.
The really good open world grinding MMORPG were exhausting to make, weren't easy to get in, and had no way out. But they are onew were you trully were playing with millions of playr at the same time, and not just playing the same game on different instances. And there's a lot of trouble with that idea that technology don't solve at all.
