(this is like an obvious conclusion, does not require a parser, it is how the enrage mechanic works)" I really doubt they would get banned.

Maybe for general harassment which would be warranted (nothing to do with a parser, just someone being a jerk multiple times) but I really doubt they are going to assume you are using a parser just because you say "why are jumping around?" or "why are you afk?" and ban you for parsing, that would be hilarious and mostly pointless. By the way, asking someone why they are afk isn't harassment.
Its all lottery, but still multiple reports will lead to the ban, that is nothing we could argue about.
If you see someone "wow your damage is low" or "your dmg suk" or "you do no damage" you cant really tell if the person really is parsing, but if he will continue to receive reports on his person, he will get banned sooner or later.
    Just report, report and report.
If someone cant keep it polite in multiplayer, he doesnt deserve to play it.

If I spot a healer spam curing a full HP tank or simply standing around, I'm fine to politely suggest that they could try filling in some of those blanks with dots and seeing how they go from there, there's absolutely nothing wrong with that. I'll come queue a dungeon with you right now and you can report me after saying it if you wish, that's how much faith I have in that statement.

However, I could spout some profanity laced sentence regarding just about anything, it could be about your DPS or it could even be about your hairstyle for all the GM team cares. What matters, is the wording that I used, not the subject I was referring to.

Two good examples of this would be an LS mate earning a temp ban for politely asking to get kicked from some roulette (Ironically, it was one of the few times he was actually polite, we laughed at him, a lot). The other would be stink that got kicked up here a bit back over someone who finally won a primal mount they had been farming for a while, came out with something akin to 'f**k me, finally' and again, got reported and temp banned over it despite the fact that it wasn't even aimed at anyone.

Know your facts before you make such wide arching statements =(
You just wrote the post basing on the part of mine post taken out of context.
Your mate got banned after multiple reports, any conclusion here?
Harassment has very versatile meanings and ToS open the possibilities to ban everyone just "because", since it does not specify what you could say what to anyone.
And im pretty sure, the OP was not asked politely but being sarcastically judged over his "performance" (whatever that means on under 50 lvl dungeons lol).
Saying something "wow our healer does absolute zero" or "our healer does zero damage" or "our healer doesnt do nothing at all we are playing in 3" will get you banned.
First because you judge the class that is not designed by the developer to do specific action.
Second because you harassed a newbie
Third, its against ToS, nobody cares if the certain combination of words is prohibited or not as long as you get reported few times, even kicking player out from the party could be seen as a ToS violation.

Reporting does not necessarily equal a strike on your account. If it did it'd be the easiest way to abuse someone you don't like lol.

Swing and a miss - GMs have explicitly explained that kicking players who do not conform to your ideal playstyle is allowed and accepted as a valid reason to kick.

Like I don't even understand where you got some of your information.
