Actually, it's 13 votes as then person surrending is counted as the vote, it needs 12 other vote to make it so 13/24 people want to surrender.

And why waste the other 10 mins if you know you're going to lose? You get the same rewards regardless.

According to you, there shouldn't be a vote abandon/ vote kick, because you can make a comeback in the time you have before you're kicked out of the dungeon/raid whatever.

And that comeback is anecdotal at best, not every match is going to end like that, and not at all common.

Point being, the vote surrender option is your equivalent of a vote disband, except you still get the benefits of losing after the 10 min mark, and even if you inititated it, you need over half of the team to agree with you, and if at that point people wanna surrender, why not let them?
