Which doesn't change the fact that it's still useless. It provides no benefit to a blacklisting player.

That’s a subjective measure.

The people on my blacklist don’t show up in my chat, their tells do not show up for me, and they can’t join any Party Finder parties that I have made or am in, so I feel like it’s working as intended for me. If they end up in a DF group with me, well I don’t really care. I’ve been there before, and the person actually wasn’t talking any crap about me. Truth be told, they probably didn’t even remember who I was, nor know why I had them blacklisted in the first place.

Players cannot have the GM power to outright mute a player across everyone’s chat. It would take less than 30 seconds for that kind of power to be abused.

You misunderstand the OP. Have an option to keep it like it is regarding chat blocking, or allow players to turn that part off.
