To be honest, I would also like the option to know that you have been blacklisted on the other end so I'm not sitting there sending messages all day with no idea the person even blocked me at all.

You may not have any say on if they join someone else's created pf, but blacklist can prevent them from joining ones you make. May not be of much help in terms of the whole blacklist system but it can come in handy. Earlier in the year there was a healer trolling every single Susano Extreme pf they could jump in and causing wipes by constantly aiming the arena mechanics that targeted them to screw everyone else over, such as the parted seas stack aimed at the last second to make everyone and tanks suffer, not to mention the clouds. Fool me once, shame on you. Fool me twice, shame on me. Fool me three times, blacklist you to keep you out of mine.

The whole point of the blacklist is to NOT see what they are saying. It's working as intended. The point is to stop the drama/rmt messages on YOUR screen. If you wish to continue the drama and see what they are saying or keep getting rmt tells/says/whatever, don't blacklist them. If they don't want to see what you're saying they will blacklist you.
If a tank is afking every fight then report them.
If blacklisting is only for chat purposes then there should be a pop up confirmation screen or something that explains that. I was also under the impression that it would prevent them from being matched with you in the duty finder at least.
Yeah, it's deceptive. There isn't anything in game that explains or describes what it does (which is nothing useful).

If the blacklist blocked players from being in the same instance as those who had originally blacklisted them, well, there are some players out there with full blacklists. That leads to potential issues down the line with regards to DF matching, which could lead to longer queues. So I can see why the blacklist is not designed to prevent random matching.

I rather not see them on screen
I've needed to use blacklist all of like...2-3 times? Pretty much solved the issue I was having with the player. How are you guys using your blacklists? Works pretty well for me so far.

So, you want to block the person from doing things with you, but you want to see if they're shit talking too? People usually ignore those who are shit talking people who don't respond/ignore to them. Shit talkers also tend to be reported rather quickly by other people for being disruptive, and, or vile. You can't have your cake and eat it too...
If a friend decides to take the shit talker seriously, rather than their friendship with you, they weren't really a good friend now, were they?
I'm perfectly fine having them blocked from contacting me. And I will gladly take a penalty rather than party with someone i have blocked - fortunately, I've never ended up in a random queue with someone I've blocked. And they leave me alone, I leave them alone. They fail to exist for me except for them kind of passing by.
