Its this simple, there are too many people on the locked servers and they wont open until more people leave. If you want it to open, tell people to move off the server.
I just wanted to point out something in regard to this. SE waited until Balmung was pushing 4-5 times the size of all the other servers and nearly 1.5 times of the next largest server Gilgamesh before acting. They waited until there was the possibility of catastrophic malfunction with a launch ((which one can argue that even without the DDoS attacks would have been hell for those servers)) to take action. In other words SE has shown us when it comes to server populations they can't actually be trusted or bothered to pay attention to the values, otherwise this lock would have been placed on these servers long before then. So we have been given absolutely no reason to trust or believe that SE is paying attention to remove these locks, in fact if anything they have given us reason to believe that they won't actually act until it's a huge issue until in the opposite direction. Why should we believe that they'll act before server populations fall below 5k, 2k, or even 1k? Communication between them and us is a way to instill that trust, to let us know they are watching it and not just brushing it under the table like they've done to housing for so long until it threatened to be a massive PR mess.
