Look at it this way: if SE increases healing requirements to where the high end healers can barely dps, if at all, what do you think is going to happen to the healers who weren't dpsing in the first place?
This. The huge margin of potential downtime that makes the portion of healer globals spent DPSing is what allows skilled and unskilled healers to play the same content, while leaving both something to do at all times.
You can try to force improvement on those unskilled players, and that may even come to some success, but there's a good reason for where and how XIV has chosen to deal with derivative outputs (healing and mitigation), with both seeming largely undertuned in their requirements for most content, or overly intervallic for the remainder.
Is this supposed to be an excuse? Healer wise this is the worst MMORPG, i don't know any other MMORPG where you can sit on your hands all dungeon long, without healing anyone in your group. Also to answer your question, they will heal more? I'm pretty sure most of the so called lazy healer, just wan't to be healers, and not a half baked DPS with support skills
