All races DO have unique clothes they can wear to identify by race. It's called their racial outfits, which btw, are also dyable. The Hempen outfits aren't locked by race to wear, they are just different on each race....some of them being ridiculously stupid that some wouldn't even consider wearing....unless you ERP (Looking at you Female Highlander and your kinky underwear....)
