You can clear any type of content and be poor.
The game gives many way to get gear easily without spending a single gil.

Doing roulette, dungeons and quest are a sufficient source of gils to allow repairing, tp and such primary function.

So sorry but, no, the game won't be suddenly a "pay to win" because you'll be able to purchase money.

If one day, they sell Gear set with an ilvl above the one in game, then yes, that day, it could because pay to win.

But not by bying money.

I'm not particulary into that. I prefer our current system. It's fine as it is. There's already plenty of way to make money easily so...
No need to copy everything Wow does.

Gaining more gil wouldn't make you win Housing (Savage). I have enough gil for a house and I still don't have one. Having enough gil for one doesn't mean you'll be able to get one. Unless you're speaking of the against TOS housing market. In which case that matters as much as people selling or buying gil.
