Reason they don't do this is that if a new player has an incomplete rotation then they risk being kicked for slowing the run down

If you think enmity is hard for tanks to hold at low lvls now, it would be flat-out impossible for new players if they made this change.
I already cringe just thinking about some poor sprout MRD or GLD trying to hold mobs against any lvl 70 dps synced down but with their entire toolkit of skills.

Did you read the entire post where I said Tanks need to be given the entire enmity toolkit before the first dungeon to make this possible?If you think enmity is hard for tanks to hold at low lvls now, it would be flat-out impossible for new players if they made this change.

Honestly, your idea isn't bad, but I agree with the previous poster who pointed out that it's not that low lvl tanks don't have enough enmity tools, it's that they aren't properly taught how to use them.
And there is precedence for SE adding or removing features solely because the playerbase became too toxic. Why do you think there is no chat allowed in the Feast?

I think your missing the point fro the most part of why level sync exist. Yes there are players who can sometimes feel irritated do to the cap yet in a weird way, as common sense might suggest, not everyone is equally geared nor has experience specially for new players. Think about it a new player comes in as tank as is completely over whelmed by over geared players, gets bitched at, and people don't take that into consideration when they are complaining? yeah that will encourage him to keep playing. If your concern that SE doesn't listen is more of the case that SE has given option such as un sync option. By the way I do all 3 roles and seriously level sync isn't a big issue, it's more of people actually thinking they know their job.
