Okay, THAT is a DRG. Also dies a lot too upon using ultimate. I now support Pharah as a DRG because of the amount of deaths DRG already has to its job class.

The only thing that looks in any way similar to Dragoons, is maaaybe the helmet. But that's really it.

The helmet design is almost identical. There are also protrusions of metal from the back of the dragoon set that could form wings if added to. But far be it from me to suggest that Blizzard stole some ideas when making their team fortress 2 clone
