That's because there are many providers who route the signal from the EU to US and THEN to Japan. So yeah, we do have a higher latency than US people.

It's especially frustrating when you hear people talk about #10 chains when yours cut off at #4 because it takes the server up to 10 seconds to register a chain on a laggy day.
