This is everything.

- allocate certain wards (or subdivisions) for Free Company housing only.
- limit 1 personal and 1 FC house per user account
- allow sharing of personal house across all characters on a single user account
- limit FC house purchases to 4, 8, 24 active players relative to plot size

that's the bare minimum if everything else with the housing system remains the same.
