Of course nothing is stopping SE from violating their own rules, but I actually respect and commend Yoshi for sticking to his guns in this regard, instead of bowing to fan pressure for pointless fights that go against this very principle.
    Not sure making them appear in Omega (or an Omega like raid) would be a violation of that rule. If I got the story right, Omega creates copies of powerful enemies to test our strength so....even if they already died in their universe, they would be copies of legendary enemies
