Because those tools are mostly useless since you shouldn't be taking damage 'all of a sudden'. Also Inner Beast not only loses you 150 potency, it also forces you to switch into Defiance for 10 seconds, which results in more dps loss.
The main reason why TBN is such a great skill is because it barely has any cost can not only be used on every tank buster but also auto attacks if time correctly.
