True, but DPS also makes up the majority of the population, all paying subs, so its best to try and get them to stick around and try and help alleviate the DPS queue times so they can do more content. Does this sound a bit unfair on Tanks and Healers? Yes, but that's why there's incentives in the first place to compensate them for doing it.
