Based on FFlogs, you aren't even tanking bosses to make any sort of claim. There is no ground to that especially you are OT and you might as well have gone Determination instead.
Tenacity's mitigation is a non-factor. That it offers nearly comparable output to DH is nice, but DH still edges out in the end. DH translates to stronger damage and stronger healing (both from lifesteal and clemency/equilibrium). If tenacity offered better passive mitigation in exchange for worse damage than it gives now, I'd definitely use it. But if it doesn't save me a cooldown, and saves healers maybe 2 cooldowns an entire fight, it's not worth the DPS loss.
You meld whichever will going to make it easier to clear the content, after that it matters little, outside of rather pointless epeen waving.

I think the misinformation regarding just how good tenacity's mitigation component is actually causing a lot of problems. Apparently a lot of pug tanks are under the impression that even in a party with 7 strangers that may or may not be skilled enough to support stance-dancing, tank stance is now optional because "I've got full tenacity melds" and there's no need to turn it on even when half of your "weekly clear group" is tanking the floor. I'm all for aggressive tanking, but there's some serious idiocy associated with the meta's stance on this stat. I've noticed it a lot lately, tanks that have no business trying to spend the entire fight out of stance, with healers that have no business trying to heal it, doing it anyway, not even turning it on when a healer dies, or when they have weakness or a vuln stack. Tenacity melds don't excuse this... hopefully this goes without saying.
Lol... and what claim exactly am I making?
Did I ever say that a particular option was right, the other wrong? Nope, I have and will keep advocating that full Tenacity or full DPS builds are both viable and none are "Wrong".
As for your fflogs comment, so anybody that OT has no right for an opinion?
I still tank large portions of V2,3,4.

Perhaps not now, but remember slots for materia melds are limited, you can only meld a fixed number of direct hit, no matter what ilvl you have... tank gear do not have dh naturally on gears. But tenacity will, now the difference is negligible, but when comes 4.3 and later on, the dps gain AND mitigation gain from Tenacity will eventually superior to direct hit. You don't even need to math to understand this. I m pro to be used to tenacity now then after. To be fair, just meld dh where ten is capped, and tenacity on all other gears...
The dps contribution of dh and ten are both linear, it doesn't matter how much you can stack, even if you have 10k ten, any additional 40 ten would give less dps than additional 40 dh. It's the mitigation part that gets better the more you stack it.

The issue that I have with Direct Hit is that, for tanks, its a dead-end stat; barring the release of Grade 7 materia, the maximum amount of DH we can get now will be the same as what we will be able to get in patch 4.5. Fending gear does not get DH on it, and our number of available melding slots aren't going to change, which means we can already obtain the maximum possible amount of DH that tanks can get.
On the other hand, Tenacity values are only going to increase as the expansion progresses, and I would imagine that damage outside of tank-busters is going to be much higher in future content, making greater passive mitigation a more appealing choice.
