I've had this issue sense the beginning i think, sense beta. There appears to be a very small amount of time that the action bar is out of sync with the abilities. And the longer your signed in, the more out of sync it will become. Stay signed in for 24 hours? well your 30 second ability will now be 15 seconds, but it wont work until the 30 seconds is up. Its been this way sense the beginning I think. You wont notice it much if you always shut down XIV at the end of the day. But if you stay logged in 24/7 like a lot of us, it becomes easily apparent on a daily basis.
There should have been an emergency fix for this a long time ago.

Hopefully its simply related to server lag which will all be fixed with 2.0.
I have this problem since patch 1.19 and 1.19a went live.
Basically for me as Archer my action bar often shows things as Ready to Use but try using and you get a "Such a command cannot be used" my solution has just been to try and memorize the timers but still it gets annoying, especially when your near death and Second Wind shows as available when its not, this is a bug I had hoped would be fixed soon, it does it on Lancer and Gladiator too but for me its the worst on Archer, nearly every timer is off on it.
There is suppose to be a transfer of some UI functions from server to the client much sooner then 2.0. Not sure where i read that. Prob Reinharts jp translation thread. When thats done, it may help but I'm not 100%. I kinda wanna believe it wont make a diff but we'll see lol.
I only experience this after a prolonged time logged into the game, and only in certain areas with high populations. It seems the display timer gets out of sync with the server. Relogging fixes the issue for me.

I'll say it again: It has something to do with the FONT of the game. YES, TEXTS, you can change it from FINAL FANTASY XIV Config by "Using windows fonts". I play as Archer and I also had that annoying bug in recast timers. Switching fonts fixes recast timers, though you lose the wonderful FFXIV fonts.
It also fixes a bug with casting bar. Along with the bug of recast timers (some actions showing a recast of few seconds when the actual recast is 15+ seconds) there is another bug with casting bar the same way: it's always filled or it fills very quickly and it's filled until the magic is actually casted.
BOTH BUGS ARE FIXED BY CHANGING THE FONTS OF THE GAME.
