SE, what is the vision and identity of Scholars?

So you're telling me that Nocturnal Astrologian "has" HoTs because they have an ability that they can use every 2 minutes, that they need to channel, is tied to the server tick to apply (so in many cases the HoT isn't applied instantly upon use and we need to wait for it to stick) and is centered around the caster, so you need to run up to the melee (tank), channel it, then run back? You're grasping at straws.

I use this all the time in large pulls in dungeons paired with Celestial Opposition to have more uptime spamming Gravity. But if you think this is a viable way to HoT in Nocturnal you're deluding yourself.

Most of the same things can be said about the SCH's "regens", too. Whispering Dawn is only up once a minute, and both it and Embrace (as well as all the other fairy skills) are held by the Pet AI, which is well known for doing what it wants when it wants, no matter what you try to tell it.

None of what I said about Collective Unconscious is applicable to Scholar. If you had to place the pet in basically melee range of the tank for it to heal him with Embrace or Whispering Dawn then it would be a different story. Something you can use as a similarity is your new lv70 ability, and oh, look at that, the range is getting increased on Tuesday (because it was trash); and that is just the pet moving, not the player. If you have problems with your pet AI/responsiveness then that is a whole different topic.

No, seriously, why aren't you in melee range for the autoattacks? I have never understood why more healers/casters don't do this. It is literally free damage, and many AoEs actually take less movement to dodge at that range.

And it... does, actually. Not the range thing so much, true. But it's our only regen and it's locked behind a CD, and the pet delay is similar and in fact usually worse than the delay before Wheel of Fortune applies.
