Using the dual cast vercure does not use a gcd. You use it during the ocd of the first vercure.

That's incorrect. Global cooldown actions to all primary actions regardless of cast time. Only 'Abilities', specifically designated as such to be off global cooldown, fail to trigger a global cooldown. Keep track of your action bar, you will see the action ticker happen regardless of dualcast proc. It's the cast bar that gets removed. (Someone had to explain it.)
