I disagree. Good healers read the room and adapt. If they see that the tank is extra squishy, then why push DPS if you know that they are going to drop in 2-3 GCDs? If the tank is sturdy, uses cooldowns, and focuses more on mitigation, why stand around and not throw some dots out? If the DPS are slow to move out of AoEs, why wouldn't I heal them up instead of just telling them to get good and let them suffer? If things are taking longer to die, sure, I may throw out some DPS, but if the party is taking more damage than they should, I will focus on bringing everyone back up to safe levels before I even think about throwing DPS out.
