I wasn't aware of that. I could see where that could come in handy for an FC or someone with a lot of stuff.It will be available under 'normal circumstances.' What Dustytome meant is that the feature that allows moving is going to be introduced at the same time as Shirogane's release, not that it will only be available for the new ward. There is still no word however, if it is going to only be available to FC houses or privately owned ones as well. SE has been keeping mum about that little detail.
It's a problem because it's not only one person having six, or fourteen, or whatever. When you look at the number of single person FCs with an estate and estimate that they've all also got a house you have nearly 8k plots tied up in what are potentially people getting seconds, thirds, or more. So yeah, if those players stop doing that (or are stopped by SE) then it opens up thousands of plots for people.
Nothing in the game forces people to take more plots, it is a choice. Having more than one is more than you actually need to get involved in housing, from their posts the people with multiple plots are only really focused on themselves and are ignoring that their choices (that they are entirely in control of) make a bad situation worse for others.

It's not greed, nor is it selfishness. It didn't 'make a bad situation worse.' People wanted something that is a valuable commodity, but is NOT REQUIRED for life, or even most, if not all content. They had an entire year to get that housing, but it wasn't important until it was convenient for them - which means they lost out on the opportunity. That's just life in general.
I mean, by that logic, anyone with even 1 / 2 (including FC housing ) is 'greedy' because they're 'making a bad situation worse for others.' Anyone with a house is preventing hundreds, if not thousands of other players from getting housing.
Alternatively, SE could fix housing overall (especially since your 'estimate' is potentially off by thousands, and doesn't contextualize anything). Again, this is not a resolution that is going to be found on player side.

And yeah, if you have a personal house and an FC house that only serves yourself then you're selfish. Cause either you could join a bigger FC to get the benefits provided or you could sell your personal house. Doing either would enable another individual to also get the benefits of a house, or even better a free company.
A search of Mateus for example, shows of 1675 free companies on the server without a house, the first 1k range from 112 members down to 4. If the pair in the goblet moved all but one house each to the highest pop FC's on their server, this would mean the benefits of a FC house would open up to, currently, 1779 players. Sure, that's the ideal scenario but if people aren't buying multiple houses the absolute minimum benefit is only equal to the number of houses they aren't using.
Regarding the numbers. They're based on a fc search that showed 2279 FCs that have an estate with one member where recruitment is closed. 1674 where recruitment is open. And 22 which just had a plot at the time. Combined that's 3975.
Adding in the assumption that these FC owners have their own house the number goes up to 7950. It goes up and down with a wide variety of factors, but it shows that the belief that being selfless won't have an impact is flawed.
Also the argument that people have had an entire year completely ignores that we've just had an expac drop, the number of people I know irl that are playing the game has doubled. (ohai rdm and sam)
And sure, the impact might not be huge. But if people who are buying up multiple weren't selfish and greedy they could make the choice to not be the person that's hogging the limited supply of housing.
I know I looked in to getting a 2nd house awhile back because my small house could not hold any more furniture but didn't want to lose my teleport to that city. Looking forward to getting new place in Kogane so i can take off my fav off the kogane crystal and place it back on another place like foundation. Limiting one per account not the awnser fixing the reason why people do it in first place is.
As someone who came to Mateus before it was the in thing to do, I got myself a house and my alts houses as well. I am a RPer and use my houses, I redecorate them often. People can cry about not having a house on Mateus, but up until a few weeks ago it had many wards open. I bought ALL of my houses at the lowest price and had time for them to go back to the system so I could buy a new one.
Will I be giving up my houses? No I will not. I worked hard for them and I will keep them. If SE changes the rules and so I can give my alts access to a house of another one of my characters then sure I will go down to my favorite house.
