Probably from the developers point of view, not having a reward for losing means people won't queue because it's a risk and you could waste your time. These people would only PvP if everything else was worse for exp - probably the case for DPS right now. I think the exp/tomes is fine, especially for those people who are queuing for dailies, but there should be an incentive to win that's not exp/tomes or to making kicking easier to encourage participation.
