You have absolutely no proof for that claim. There's every chance that this problem is going to be back again, and possibly worse than it ever was due to new people coming to the game.

If they keep the server closed to creation and transfers it can only go down and it will go down as inevitably people stop playing and some will transfer to play with friends who cannot join the server.

Once the expansion rush ends the queue won't be an issue like it is the rest of the time, people have this impression Balmung always has a long queue but it simply doesn't at most it can take 1-3 minutes if it's a patch launch day or something.
