I think you are being optimistic... sure populations will lower slightly, but the content roll-out in SB is scheduled to be faster than HW was. I'm thinking more people will be staying for longer.
Actually, It would be quite easy to split Balmung in 2.
Create a new server.
Make it easy to transfer to it (free transfer, no gil limit, house transfer, etc... but not leveling/free days advantages).
Designate it Oficial Role Playing Server.
I think that most (Of course, it's never "all") role players would be happy to transfer.

Square Enix needs to bite the bullet and create a new server for roleplayers. They created this mess by allowing people to pay their way into high pop servers. Now said players understandably don't want to leave behind their connections nor risk going to baby servers that may wither in a couple months. The incentives offered simply aren't enough. I couldn't care less about being reimbursed for my house. I want to have one. While the queues are annoying, I'd rather put up with them than chance not getting a house again. Gilgamesh will inevitably work itself out thanks to PF. Balmung won't because it caters to the idea of having one large community.

Even if all the roleplayers moved out of Balmung it would STILL be overpopulated. Roleplayers are a minority of the population there. A fairly large minority, but still a minority.Square Enix needs to bite the bullet and create a new server for roleplayers. Besides Balmung isn't the only server suffering from overly long queues.
There seems to be a prevailing opinion that it's somehow the players on congested servers faults that the server is congested. This just happens as people collect on a popular server. People are not being selfish trying to play when they want to as some only have a small window to play and going afk assures them of that time to play. They are dealing with a situation the only way the can as SE has known about congested server problems for a long time and have done nothing to help these servers deal with the extra load. This is an SE problem that players are now being blamed and punished for. Regardless of what server you're on you should be able to play when you want. This booting may 'fix' the issue but it's a strong arm tactic based on their lack of planning.

Yet ppl have made long time connections.
you obviously didn't care too much about the fc and all. it's easier when you have no ties to the place.
Its like any other aspect of life; sometimes you just move on. You always have the memories, and the opportunity to make new ones elsewhere. I've been on 4 servers since ff14 launched, and have met great people on each of them.

Good for you! I mean that sincerely too. I, on the other hand, have friends and acquaintances here with no intentions of leaving. Some are apart of massive FCs like The Ward, others prefer high pop servers and a few I have known outside FFXIV for years. While I'm always open to making new friends, I don't want to leave behind all the ones I have because they're happy on Balmung. Admittedly, I also prefer high pop servers. Maybe if Mateus stabilizes a little, I'll consider it more but at the moment, I don't want to risk going to a server whose roleplay attempts may be for naught and wind up stuck there for three months.

Lol hope a dps doesn't try to queue for a dungeon in that timeframe.
But on a serious note, all worlds shouldn't suffer just because Balmung is having problems

What I don't see people considering is that all the AFK players are preventing active players from getting in, active players that might actually contribute to duty queues, which might help speed up those DPS queues.
We're all already suffering because of Balmung.
