Create a new server dedicated to spliting Balmung, send there every new players and give advantages to FC / people moving.
If they refuse to move, forget them and stop punishing other players
People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
They...Just *did* that. There's a whole set of incentives for moving from the high pop servers to the lower ones.
Then let them stay in there queue forever if they don't want to move and let us, who did the effort to move to less populated server, alone.
Why should we all be punished just because people on Balmung refused to move ?
I had friends on Cerberus too, leaving was not easy, but paying a sub to stay in a queue was just not an option, I moved and can still play with them in PF.

You pick a server, and it becomes a home. You get known around the server. You know other people. You know people outside of your linkshells and free company. You have an idea as to how the market is, so you're able to comfortably make gil selling things to people. You like the server, you like the people there. You do not like the login queues or the hassle of logging in.
Why should people be forced to move off of a server that they've made into their home? Why should they be forced to pack themselves up and move to another place, where they have to act like the new kid in school and try to learn all the new people's names and hope they're able to cope with being in a new place? Why should they do that when SE has failed to provide adequate servers in the first place? They should've prevented new players from making characters there a long time ago. They should've added more servers to help support that world, so that there won't be any login problems for people who have already made that place their home.
This is a bit like airlines booting people off the plane because they overbooked the flight. They're the ones who created the problem in the first place. Players shouldn't have to make sacrifices because of the incompetence of the people in charge.
