Law of Big Numbers. with 8 players GCDs going off every 1.5~ seconds, the percentages even out to be relatively consistent. Now, is it equal to a flat 5% vulnerability? I'm not sure.

And yet BRD is still out damaging MCH. MCH ONLY has damaging utility, not support utility [Save, Dismantle] (that isn't Role specific and available to both). So if they aren't DPSing more, this is a sign of a problem.

The only thing that puts BRD ahead of MCH is Troubadour. Which has different effects depending on which song is played. BRD will need to manage their song in order to have the right effect when it is needed.

Right, BRD has more utility than MCH does, as you're showing here. And Warden's could potentially be more effective than it ever has been. It's unknown as of now. Why do skills like Crutch exist? If PvE content starts to rely on cleansing status debuffs then Wardens could be incredibly useful, if it's more of the same then yes it's sort of worthless.
