Unless your PS4 Pro is significantly more powerful than all others, you were not at 60fps during that debacle. Sorry.

My framerate has been mostly the same and stable this entire time. Who are you to tell me when I can see it with my own eyes. I know the difference between 30/60/100+ it would be very obvious if I dropped down.
I also have a lot of things turned off or on. nameplates are off HP bars are on for me and my party, effects turned down. Anything could help attribute to my framerate stability.
Now if it were to drop to say 58 for a second it'd be obvious it dropped but I wouldn't know the precise amount or care either.
Though I really am being honest with you when I say I have seen no huge FPS drops like has been described here.
Kugane has been smooth, Frontlines was mostly smooth before Pro patch with boost mode anyway and now its dropless, Dungeons have been smooth, even the Fringe yes was smooth, though that didn't really matter at the time anyway.( Still had the error)
Don't really know what else to tell you other than what I've experienced. Aside from DCing sooo much during the first few EA days and the Cold Steel issue I haven't really had much problems.

care to share your settings for FPS improvement? Kugane is sub-30fps 100% of the time for me.

Im not a PS4 user but my suggestion would be that you turn everything to lowest at first and then start rising each setting one by one, tho i would keep shadows in minium and stuff like glare off and maybe tweak some water reflections as i found those being most taxing ones.
