Yes. You need an FPS counter to make this kind of assessment. Being "Very sensitive" is no evidence in any shape or form of the frame rate being the same as before.
Incidentally, Yoshi never mentioned whether frame rate would be locked at 60 FPS or not, and anyone who expected it to be in crowded situation simply has no idea of how this kind of things work. Frame rate in MMOs is always just a target.
No you don't, you need a counter to give real values. FPS jumps are very noticeable and you can even guess the frame rate.
