Hate to say it but this is how consoles work. You won't ever see locked stable 60 FPS in town unless you go for a PC with a strong CPU. That's the reality.
If the game goes above 30 FPS in other places except towns then they didn't lie to you.
Ignoring the solution to getting the performance you want doesn't contribute either. So again, If you want high FPS get a pc.

For the fourth time (probably), this isn't about LOCKED fps.

And yet, if you go back to the Live Letter thread from the time, it is a direct quote. Look, this thread is for people to post their opinions on the matter, whether they're seeing FPS increases or not. Could we stop clogging it with nonsense?
The hardware isn't powerful enough. It has nothing to do with the developers.

x box one x games being developed right now have confirmed 30 fps for the most powerful console ever...
gg

Are you stupid?
Hardware is the main issue, a $399 PS4 Pro vs a $399-$499 GTX 1070 just the card alone can pull 3x more FPS. A patch isn't going to make x2 more FPS in area. Just optimized more memory usage and allocation of processors for the game instead of running other Social media app behind.
Most likely would see 10-15fps increase but it can hit 60fps PEAK not constant.
Your analogy is like download RAM from Internet for more ram. YES you can download RAM here! downloadmoreram GOOGLE IT!
Xbox Scorpio: 6 TFLOPS, 326GB/s, 12GB GDDR5
PS4 Pro: 4.12 TFLOPS, 218 GB/s, 8GB GDDR5
First, let's bust the jargon: TFLOPs stands for trillion floating point operations per second, which is the simplest way of measuring graphical horsepower. GB/s is the bandwidth of that memory, which tells you how quickly the GPU can move frames through the memory and out to your TV or monitor. The more memory, the more high-resolution textures the GPU can access quickly at any one time, increasing performance.
The PS4 Pro possesses 8GB of GDDR5 with an additional 1GB of RAM set aside for handling background processes, while the Xbox One X nets a full 12GB of GDDR5. Both consoles will share their memory between the GPU and CPU, although how much each gets is unknown.

GTX 1070 has 6.5 TFLOPs CARD ALONE NOT COUNTING CPU! With CPU depends which model, PC hardware is beyond 10 TFLOPS.
Back to the point, console has limitation. PC can overclock GPU and CPU. Means GTX 1070 can pull more TFLOPS.
So it's not up to developer being lazy, the game FFXIV running 130-180 FPS here for me at 2560x1440 resolution. MEANWHILE PS4 Pro is having issues. Well OBVIOUSLY!
