Either this is a new beast tribe (which at the moment I feel is more likely), or its a new possibly playable race they've been working on.
I sincerely hope its the latter. The fanfest screenshot makes a good case for either argument.
Or we could get a primal based on the Not-Okami wolf mounts that will be dropping off the new savage mode primals.
Edit:
Although thinking about it more, they're in garlean uniforms and as we know garleans do not like gods/primals. The new beast tribe could end up not having a deity they worship or there is a group of them that are free that do.

. . . . From reading comments, and definitely have seen some beast like PvP stuff, what if they've gone the route of "you want some weird beast options? here, have a bunch of animated equipment you can choose to wear".
It would be a very cost effective way to create new "playable" races (can be based off existing, or non-existing races) without really touching lore* or a bunch of different armor models (since it would relate to the gear itself). Add a few helm variations for extra fun lol. Perhaps an accessory comes with a special visual effect that replaces/adds a tail (that is animated).
*I mean you don't need to make an entire civilization back story, if you had an Oni Mask for example that made you classical Asian demon like when worn in a set (or when in combat) it would just be a cursed item or some fantastical piece of magical work for theater props, easy explanations vs adding an entire race (don't focus on Oni plz, was random example thinking of SB themes lol).
They could add a boat load of different options, and all of it would take substantially less work than a race (and allow for making beast races without being like "OMG ONLY 1% OF YOU ACTUALLY USED IT, I THOUGHT YOU WANTED THIS *Yoshi-P table flip*) lol.
Would love to see some of the Au Ra more extreme bestial looks added into this sort of idea then. I like the idea for a lot of the obscure stuff that would be cost ineffective to add into the race menu, but there are still things I'd like to see bound into the actual creator as well. Obviously certain sliders couldn't become glamour items, and on top of that having to cost a slot for all these appearance could get old fast depending on which slots they took and how they looked (wolf head taking a helmet slot is no problem, using special effects on accessories probably also not a problem, like tail). Could even have them be set restricted effects if SE is really concerned about looks (if you have 3 wolf glamour items you get the head, tail, and arms - that way you couldn't be a wolf, bunny, dragon, turtle lol).
There is a definite difference between a mask and an animated face, they can slap some lore in or w.e about these magical masks that Majora Mask onto you - but the animation being important here.

If this is supposed to be an (eventual) player race, it won't be till 5.0. This is a good way to show off what they already have working though. Plus if any "beast" race could actually see use in the Western portion of the game, its wolfs.
Also nothing says that the few we see here are indictive that the rest would work for the Garleans, beast tribe or not. Though if it is a beast tribe expect the Garleans to have captured their Primal and unleash it on us at some point.
Garlean uniforms with Doman weapons. Might be beastmen that were forcibly assimilated by the Imperials.Or we could get a primal based on the Not-Okami wolf mounts that will be dropping off the new savage mode primals.

Unlikely that we will ever get a playable beast race, at least with a muzzle seeing how they require custom helmets.
I never liked worgen in WoW, so I'm not too enthused about wolf people or whatever here. But I think they should add them as playable to give people more options. More variety is always a good thing.
Looks like a new beastmen not a new race, the eyes and fur are way too low poly to be a preview of a new race. Remember when they first shown yugiri face in 2.5 and how good she looked? yeah compared to this and how low res it is, I can say this is either some plot point where people got turned into wolves or a beastmen.
That's was the point of my comment of "Just dudes with dog mask." Look at their battle stances, they're the same as the humanoid races. If it's a new beastman tribe...why in for god sake use the same animations as the current player playable races... Can't use the excuse of lack of memory of the PS3 for not giving a "new" beastman race it's own battle animations..
Is it reset Tuesday yet.
I question whether I'm playing a PvE game with PvP mixed in, or I am I playing a PfG.
